is there a Pokemon White Version, exactly like the DS version, but for PC?

if you mean a rom that you can use for an emulator, then probably

rom/emulator or a game called like pokemon onnline or something that some people play

most of the roms for ur emulators u find still have the text in japanese

Yep, its mostly impossible to find an english version.. but if you want, type Pokémon raptor on google, itll take you to pokemoncommunity, and it`s a pretty fabulous game mate.

it`s fan made, but seriously everything is great in there, you can read the thread, etc for explaination.

One more thing, Raptor is kinda hard.. you can get Johto/kanto/Hoen starters, but only 1 from sinnoh.
