Brilliant diamond not regular diamond..ty

Starting a new game and want some pokemon..would like shiny versions but not a must...needs to be high EV though
If I list evolved pokemon..it's cuz I forgot the base pokemon..but I want base pokemon..I say gengar but I really want gastly
