Looking at the potential bar. That's the white bar above their picture when you click on them to view theit stats.
you want the highest cp it has a multiplier to it it isn't random.
The highest cp with a lower bar is your best bet. Although the highest cp will still probably have the fuller cp potential Bar.

Well, both of these are the exact same in the end. It makes no difference which one you do first. A pokemon has set values
I have a lot of candies and stardust saved up, and I feel like I should just keep saving and not level anything because as I level I keep finding stronger and stronger pokemon.
Yeah.... you can keep saving but honestly the star dust isn't too hard to come by although for rarer pokemon the candies are...
