Dragon pulse is significantly better on defense, and for all intents and purposes equal on offense to claw.

Steel wing and dragon claw is actually the only unusable combo. Everything else can be put on either defense or offense.

Things may change but that's how it is for now.

Maybe slightly off-topic how much high are the actual chances to find a 100% Dratini / Magicarp etc?

I've got an 98% Magicarp and currently doubting wether to wait for a 100% or not.

dno about magikarps, but i've found a few 100% dratinis maybe like 2-3

If you want accurate iv numbers you need to power the Pokemon up to its next stardust breakpoint to ensure 100% accuracy.

When I get a range of 85-97 or something like that, I don't give two fucks :)

not really, you shouldn't waste dust and points on low level pokemons.
Always evolve to 3rd tier first, each evolve you can narrow the IV down further. If the movesets good by the last evolve, then you should use the dust to upgrade.

For example, if you find a dratini 85-100%, evolve it to dragonair, and it'll narrow IV to 2-4 combinations. Then Dragonite, 1-3 combinations. etc.
Reason you dont use dust on dratini is cuz ur wasting CP points on it, dragonite gives you 50CP per upgrade, dratini much less. Plus movesets change after evolves, getting 100% with shit moves is useless.
So don't RIP your potential GG pokemon

Not wasting cp points on lower. Just wasting dust since u don't know move set.

yeah shoulda worded it better, you'll end up wasting more dust to make up for the CP loss from upgrading at earlier evos.
