If i have cp200 venomot with 50 dmg and cp350 with 25, who would you evolve? Does evolution give new random attack not depending on previous one?

Depends on how far the bar is. Some can get powered more than others so the 200 could be higher than the 350 in the end. I believe they get new skill sets when they evolve, at least mine have.
