It's easier than ever right now (not counting Gen II because that was a joke)
Breeding anything together with a foreign ditto gives you a 1/1365 chance of hatching a shiny, which is SIX times the normal chance of encountering/hatching one.

How was Gen II easy? Besides red Gyarados?

It was the same as all generations after it, 1/8192. However, when you breed a shiny with any pokémon (shiny or not) you have a 1/64 chance of hatching a shiny.
So basically you had an endless supply of that particular shiny pokémon I have no idea what they were thinking

Also, what counts as a foreign? Any other country than yours, or any other game language? I could go capture a Ditto in my Pearl for you if that counts (Sweden)

Woobat and Swoobat have awesome shiny colorings in my opinion though
