IV = individual values.

Each rolls for each Pokemon. Each Pokemon gets up to +15 for each of those stats. Perfect IV's are +15 to all three.

CP is calculated based on stamina, defense, and attack. A Pokemon with maxed IV's can have slightly higher CP than a Pokemon with lower IV's.

IV's account for about 10% of the power of a Pokemon, give or take.

IV's only really matter once you have maxed a Pokemon out. A low IV Pokemon on a level 26 player might be similar to a perfect IV Pokemon on a level 24 player.
