Any decent bots can hit 500k+ EXP/hr with a lucky egg... unless you grab a shitty bot off of google.

Too easily detectable for flagging. They don't even need to see your detailed info, just your exp per unit of time to put on ban list.

Bots that stay in a reasonable xp per hour have a better chance. Keep all things within reason.

Neither are all the people at lvl 37-38 right now.

I'm also at 38.5 on one of my accounts that consistently gets 200-300k ish 24/7 and it has not even been touched. Lol..

Niantics doesn't have a flagging system, they're too busy talking about how they'll sue pokevision and radar makers.

Also, 33 working at the hospital with only 3 pokestops isn't feasible unless you bot ~ from another botter.
