depends some codes give you the ex that is being advertised some codes like in the box kits give you the coin and/or sleeves not all codes give just packs

1250 fg vs any 50 pack codes or if you have virtual packs on the game ill trade for actual in game packs

Pretty sure trading for code cards is illegal, since they are real life items.
Trading for in game packs is legal, as there is a trade log.
