Aside from the cost of doing that (pointless for them as a company), I don't think that would entice anyone. The game is all about accumulation, collection, competition, value... it's about how you stand against other people. There are no features in the game that are even remotely interesting in a sandbox scenario. The game is purely interesting because everyone is all up against each other (value can be attributed to things that way).
Honestly Nintendo hopefully has woken up and has chosen to do one of two things:
1) Help support Niantic to make Pokemon Go something great (make major patch updates, and future major expansion updates).
and/or
2) Create a Pokemon Go 2, from the ground up, to succeed Pokemon Go. Done right.
