use the calculator, and always evolve it first to refine and narrow down the stats. You dont wanna waste dusts and CP's by upgrading 1-2tier pokemons, as the 3rd tier ones give higher CPs.
So basically, anything under 90% i'd personally not even bother and just transfer them for candies.
~5% may sound small, but in the end game it can prolly make a difference, also movesets are much more important. If the pokemon has crappy moves, no point upgrading it either.

Oh, okay. So my ivy is around 40%, or? Thats due to the calculator.
Which means i shouldnt bother toom much with it?

max out the CP of the bulba, then evolve it, then max out the CP of the ivy, then evolve that, then max out the CP of the venosaur.

OR

Save till near level cap, catch wild 2k+.

Really not how it works.

Any pokemon with the same level and IV's will have the same stats, doesn't matter when you leveled it. and the max level is based on trainer level, if a bulbasaur is maxed then evolved the ivysaur will also be maxed, until you level up.

Im guessing the ivysaur, since it will probably be around the same, so i save 25 candies?

Or what do you guys think? :)

UR BULBASAUR WILL ONLY GO LIKE UP 200 CP LEVELS IN WHICH CASE YOUR IVYSAUR WILL GO UP 300-500 CP FRO MNTHE 3RD FORM HONESTLY ID DO THE IVYSAUR THEN THE BULBASAUR CAN NEVER HAVE TO MANY POKEMON.

AND IF YOUR GYM BATTLEIGN OR PLAN TOO IN THE FUTURE YOUR GONNA LOSE POKEMON TO THE GYMS IF YOU DEFEAT THEM.
