They don't. However they can roll sometimes more than 1 option so for instance you can have a 96.6 % with 15/15/14 and it can evolve to a 96-98 with 2 pending rolls of like 15/14/15 and 15/15/14.

At least this is what i've noticed from testing.

Yep this is true. Getting dragon breath is going to be key, and if it doesnt roll this the dragonite will be useless to me.


Another goal will be to get a perfect attack rolled alakazam.

Okay, so the % doesnt change, the stats reroll based on the % - and random moveset? (From what ive found) i lost the site i was reading up on iv stuff before.

Aside from attack moves and upgrading cp, what can't you upgrade that you need for perfect ?

Well the pokemon's actual IV's are static and can't be changed. So this is the real challenge.
Ie. You could find 1000's magikarps in range from 10cp to 200 cp, and one of those could be 100% perfect iv, but the cp plays no roll in this, so you have to manually use the doc to check each one.

As for other factors, I don't currently think there are any.
The varrying factors of a pokemon are;

Size: no use
Cp: Can be raised based on player level. High doesn't mean good rolled pokemon.
Moveset: Very important to get higher dps main attack. Cannot be changed.
IV: Pokemon's internal hidden atk/def/stam stats. Can't be changed.
Stardust: The amount corresponds to the pokemon's level (the higher the cost, the higher the level of the pokemon)

I have an 88% 2.6k cp dragonite right now and I also have a 97% perfect IV 641cp dratini that I'm going to evolve next. (There is a dratini spawn about 25 minutes from my house and I drive over there and farm it for an hour or two about twice a week)
