Well the pokemon's actual IV's are static and can't be changed. So this is the real challenge.
Ie. You could find 1000's magikarps in range from 10cp to 200 cp, and one of those could be 100% perfect iv, but the cp plays no roll in this, so you have to manually use the doc to check each one.
As for other factors, I don't currently think there are any.
The varrying factors of a pokemon are;
Size: no use
Cp: Can be raised based on player level. High doesn't mean good rolled pokemon.
Moveset: Very important to get higher dps main attack. Cannot be changed.
IV: Pokemon's internal hidden atk/def/stam stats. Can't be changed.
Stardust: The amount corresponds to the pokemon's level (the higher the cost, the higher the level of the pokemon)
