Looking for these now, still 6iv, English names, good natures, abilities, and move sets (lower level if possible):

What are they even used for in X and Y?

They're used as payment to a NPC that lets your Pokemon re-learn moves that it was able to learn previously.

I'm thinking 25-30 Heart Scales.
