Your best chance of getting a shiny is to use the pokemon radar and do the thing with the rustling grass. Since I don't think magikarp appears out of water, you're stuck with that 1/8192 chance.
If you're still interested in breeding gyarados with non-ditto pokemon, he's a member of the dragon egg group and the water 2 egg group, which means he can breed with the following.

aw that sucks if what u say about breeding is true, iwill def do the bushthing then caus even tho im pretty sure ive encounterd wellover 8000 wild pokemon in my random games over pokemon i havn''t run into a single shiny yet
so far i got a box full of magicarp + 3 + a really sore ditto, gona try like 50 more times tomorow, i will get that golden magicarp!
