According to this spreadsheet (which has the latest numbers from what i can tell) :
https://docs.google.com/spreadsheets/d/1hcFo7-UGWx1k1u1BHOvDhq8foPeRr7YbX2jLjjJK0Qw/htmlview?usp=sharing&sle=true#

Code

# Offense Rank %ile Defense Rank %ile PKMN # Name Tankiness Duel Ability Gym Offense Gym Defense Basic Atk No Weave
140 1 100% 2 96% 26 Raichu 18480 6354810000 343875 2014320000 Spark 1242.5 Thunder 1719.375
770 2 96% 1 100% 135 Jolteon 22620 6611599800 292290 2119946400 Thunder Shock 1037.5 Thunderbolt 1522.34375

Overall they are fairly close. Raichu has better damage, not as good at defesnse. Because of the lack of defense its kind of a wash, with Raichu having the edge.

I just powered up my raichu, seems like its at 66IV now afterall.
would it be worth to continue powering up this raichu? i mean it has the best moveset, and i think its pretty hard to find pikachu with good IV

Raichu is typically passed over for battling. Too many others that are far better

Not really :(.

Resistance = you take 0.8x dmg.
Advantage = you do 1.2x dmg.

If the water type has 50% higher hp, that nullifies it right there. And then there's stats, all that, so right now types are somewhat irrelevant
