What's your team level and what heroes do you currently have? The best heroes are based heavily on situation... For instance, in crusade Death Knight is key, while in Arena he isn't as useful.

Until your heroes are purple or above I don't think upgrading items is really that relevant. Keep all EXP items as this is important later.
