It is but if you focus on DE then it should not be too much of a problem.

why are DE so hard to come by...

DE farming isn't too hard if you don't care about the trophies, just find easily accessible DE and send out ~20 troops to get it. Should be able to get ~5000ish within a filling of your army camps.

Also don't use DE troops in battles.

only use DE to upgrade for war right?

I play with my CoC all the time, matter fact, I can't stop playing with my CoC. It's like the worst kind of addiction.
