I thought the same. But in fact, it can once your maximum lootable amount is met, the treasury will increase the amount available to the looter.

it never said that u will loose no loot
it is the safest building to store loot in
imo that means the building where u loose the least amount of loot % wise when destroyed
how much did u loose?

Treasurey replaced the war loot storage. Which was able to be raided for what 10% I think. They just have the bonus loot go there too basically.

i cant get in to clash of clans - i tried clearing my google play data / cache and then downloading the update but it still says incompatible. any suggestions? im using a samsung galaxy s5

try restarting ur phone? power off and power on
