No, it makes no big difference.

I have 2 vaporeons. 1 almost maxed at 2322 cp and another one on 1572,

The 1572 has room for alot of candy upgrades, infact the big one was 1700 when i evolved it, and the rest i did with candy and stardust.

It seems to me that evolving and power up is unrelated to each other.

Evolving and then powering up should give same max cp as powering completely up first and then evolve. I havent had many pokemons with the chance to power completely up yet so i am not 100% sure but it seems like it is as such to me.
