vaporeon has the highest multiplier
flareon has lower than vape but higher than jolteon
jolteon has the lowest
indeed...it's random, but the multiplier's have been pretty firm for me as i've got 4 jolteons, 6 flareon's and 3 vaporeon's.
of the 3, 2 of my vaporeons are stronger than the rest by about 200 cp, the flareon's and jolteon's are all 1.2k - 1k.
i evolved these eevee's only at 500 or higher, never any lower.
