If it's Unid, it's worth lower-end runes like Um or Mal because it could be +1 Skills or something. If it has +3 to Skills, it's automatically worth about an Ist and if it has the Skill % You like, it's probably worth more to you. Mine cost Ist + Lo because it had 20% Fire Skill.
