I thought blizzard restricted the unique excep to elite upgrade to ballista... they said it was too powerful.

Sorry if this is wrong, I don't play ladder, but I know for a fact blizzard did say this when they released patch news.

There's no restriction to upgrading certain items.
Blizzard did say that, but obviously they didn't carry it through, I've seen a few of these on ladder.

why dont you get a ballista / buriza
and upgrade it yourself??
