I tend to always go over 70kb when doing extravagant pop outs..When I save my jpgs if they are over 70kb i lower the mac quality setting from 12 to 11 or 10 and it looks the same and drops the kb... however how do you do it for pngs??

Create a posterize layer overtop of the entire image then adjust it down erasing it's effects from the focal points of the piece until the rest is degraded enough to get you to the desired file size.
