with a transparent background ?

in Photoshop: delete the background layer
or
when creating new document: select "transparent" in rollout menu under 'background color'

is it possible to make a background transparent with paint ? ( and not white )

To my knowledge no, paint doesnt support transparent images if you want to make those types i suggest getting Photoshop(costs $$) or GIMP(free).
