if your talking about just moving it because its where you dont want it. Shop vacs work, just take the filter out and suck it up.

like i just want to move the water in some nature picture i have
someome pm'd me to a thread but its like impossible to get 70kb when u do it

its not so easy and there is no complete tut out there im affraid.
u have to learn the steps: create water animation (there was a nifty little program for that, free, but i dont remember the name sry!)
import it to Photoshop
and how to optimize animation in Photoshop (that includes lowering the amount of frames, lowering the quality, posterizing and so on...)
