how can i decrease the bites of this pic?

What you can do is reduce the width and height (keep in mind max allowed size on d2jsp is 400x150 and no more then 70kb)
For kb size reduction: Select Layer > New Adjustment Layer > Posterize
In the New Layer dialog box, click OK and select the number of Levels (colors) desired in the image. Play around with different options until you find a suitable one.
