The maximum signature size allowed is:
400 x 150 (70Kb).

You can have a picture with 3 lines of text, or you can have 6 lines of text without a picture

i mean like a banner to put under your signature....cause i know you can have 2 pictures in your sig, one is 400x150 the other is 400x like 30?

The entire size of the images should not exceed 400x150 and 70kb. This means if you have two images, one should be like 400x100 and the other could be 400x50 (both of them combined in size cannot be larger then 70kb).
