Some cartoonizing is really easy... but the way this guy does it... I can't figure it out. Is it easy? Can someone do a tut on how to do it?

Well I know the person that made it. You could very well be right, but I do know they used an actual picture as the base and edited from there. At least, that's how I always thought it was done, because it looks really similar to the real life picture haha
How would you digitally paint it on photoshop? I wanna learn how to do this either way xD It's awesome.

take a picture and retrace it well with feather tool.
