I don't know how to do it for PNG <_<

Just resave it and make it a Jpeg and change the quality.

Yea well the transparent background is gonna go white again and I want it to stay transparent :\

Open new document of desired size --> open sig with photoshop --> drag it in --> ctrl + t and resize it holding shift.
