I have an image, and im trying to trace it, so i can cut that image and put that image infront of another. (as a layer)

You need to create a clipping mask to eliminate the background from the front image. Google clipping masks or youtube it. Clipping masks are the right way to go because it doesn't actually erase the background from the image, it is just hiding it in case you screw up or want to change something down the road.
