I am very new to graphic design and im just learning about programs and such to being.

I was told that photoshop is the way to go with this but for generating an image its a little bit complex for me at this time.
Is there maybe a simpiler program for making an image? instead of just editing an existing one?

GIMP is the best free image manipulation program. Not sure what you mean by "making an image instead of just editing an existing one." You can do both in GIMP or photoshop. Generally, you'll be doing a combination of the two

By making an imagine i mean like draw one, like your sig, if i just wanted to draw the girl in it instead of finding a picture or scanning one into my computer ( i dont have a scanner)

do it on photoshop, or illustrator.
you could draw a sketch of the girl, scan it into illustrator.
use live trace to edit the lines. and then bring it into ps and litteraly paint your picture... thats how i would go about doing it.

if you have a tablet, I think photoshop is the way to go (though gimp still works I think? check with someone on this). You can vector in illustrator, but don't know of any free vectoring software other than the aviary suite. As stated above, the way to go would probably be sketch it by hand, scan it in, and trace with a vectoring program or pen tool over it in photoshop/gimp.
