I cant border the background layer to make it overlap the other ones
if i put it on top it just covers everything

Are you using the square pen tool-thing, and right clicking and selecting stroke? If not, then do it that way.

if you mean the quick select tool i used it to highlight the border
and after i right clicked it wouldnt let me hit stroke o_o

Use the lasso tool to right click it.

Just use the vertical and horizontal selection tools.
Will give a 1px border.
