the car was a normal picture. the guy (i forgot who made it^^) turned the picture into this style.
i would like to know, which filters (@ photoshop) i have to use to get this style. or whatever i have to do to create it.

how can i create square waves?
i read through an tutorial and the guy said he use: filter>distort>wave and then he make square waves. but i have absolutly no clue how.
