its called clipping masks. there is, in its simplest form, 3 layers. Black BG, Text, Design.
Black BG is just Black, nothing special.
Above that is the text layer, to do this just type w/e word you want and make it a pattern or just c/p a line of them and move by same pixel amount.
Design layer is made how ever you want, then put above the text layer, and right click>create clipping mask. this will give the desired effect.
To get the lighting just use gradient, this one has a radial gradient from white to black on lighten i would assume. Hope this helped.
