I saw somebody, and he edited himself with photoshop, how did he do this?

I won't give an indepth tutoriol on this but I'll give you the basics:
Take the pencil tool and make some kind of waves on the "object".
Fill these "waves" with color
Erase whats useless ( Dont forget to "in front of" and "behind of" effect )
And if needed add a glow to this "line"

lol can't believe that your outcome would look like that one...

If you stylize a litle bit ... Lol been a while since I did these kind of things

And I said it was the "basics" too . Don't forget that !

simple texture blended on face, nothing fancy and doesn't require much effort on so small piece

i think it's pretty gay and the photo editing is poorly executed overall - but it's all matter of taste i suppose.
