how can you lower the kb of a pop=out sig?

Just save with worse quality.

Add a new layer apply image, Ctrl + a copy it then make a new document the same size as sig, paste it.

So you should have a document with your sig and no other layers, then save it as jpg, and lower quality a bit until its legal.
