Hmm, downloading a site wouldn't really help you make signatures.
As for a program to make signatures you can try GIMP, just google it for the official website and go to the download section from there...
Otherwise learn your way around the Internet and find out where you can get Photoshop on your own, because we can't discuss it on JSP.
