First off, how do I make images have a "glow effect"?

2.If I make a light sorc using a big soft round brush using white, yellow, etc. how would I get that to lightning up one side of the main stock?

3. How is it that people create swirly glowing lines? Pen tool? what kinds of things can I do with the pen tool?

Assuming your speaking of text, or perhaps a render, just double click on the layer its on, and check off outer glow.  You cal do other effects the same way.

Not 100% sure on this question.  Try to reword it a bit.

Thanks you did :)

To clarify the second question, What I meant was:

If I used a 200 px soft round brush and I click in the bottom corner, how would I make it look like there was say a flashlight there, meaning I want light to go onto the rest of the image, as if that light source is actually giving off light, not just having a ball in the corner with a dark image.

Try changing the layer mode. Perhaps color doge or linear dodge. Softlight sometimes. Play around for results!
