how do I make lines curve like this?

It's called glow-lines. :)

Get yourself familiar first with using pentool, and making smooth curved lines. After you make the line using pen tool, you select a small round brush (around 3-4 pix) with the paint tool, then switch back to pen tool. Right-click the line you made, select 'stroke path' and make sure it says 'brush' in the box, and check 'stimulate pressure'. Hit ok.

Now again, right-click with your pen tool, and select 'delete path'. Now you can add effects such as outer glow or drop shadow. :)

simulate pressure does nothing alone, you will also have to go into your brush settings and check "other dynamics" to get the faded line

pen tool is so hard to use <_<
