Topaz is whored to much, you're better off getting good without it,

But if i want a topaz effect I use the Reduce noise filter.

yeah the noise reduction feature is quite handy
and there are many free alternatives of getting your hands on topaz but unfortunately for you the discussions of such alternatives are forbidden on these forums
