What program is used normally for creating sigs? Is it photoshop? How do you change the size of the picture so it wont be bothered by mods? iso answers please

Most people use Photoshop CS3 or 4, Some use a program called Gimp.
The maximum size of your signature must be 400width by 150 height or less, and be under 70kb in size
