How do people make those happy faces with the pickit signs with their name on it?

In photoshop, they open an happy face picture, they resize it under the sig requirement (300px by 100px to 400px by 150px) and then they use the text tool. (In photoshop).

He means the avatars.



Like the one above, but with a yellow smiley and with animation where the sign goes up and down.
