Because I was looking through some tutorials and they were talking about a 'c4d' and I couldnt find it anywhere, so I help menu'd it and nothing came out
So I think that tell's me I might need a better version

First of all, your version of photoshop is perfectly fine for editing signatures and is often times more reliable than some of the later versions. I've fallen in love with CS3 but if you don't want to go through the hassle of downloading it all over again CS2 will do swimmingly.
Now onto your question about c4ds! These mysterious c4ds that most tutorials mention aren't going to be found in photoshop - they're images created in a program called Cinema4D that are typically used to make sexy lighting effects possible in signatures.
