i would like to know how to go about making this
like:

coloring
lighting
smudging
blurring
c4d

and anything like that

Use Youtube

or deviantart

i mean what effects should i try

try some tutorials
and if u want EXACT advice how to do this particular sig then it's a sig request = wrong forum

no i want to know what effects people like on pictures like that to make a sig
like shadowing or stuff like that

all of those increase a images greatness....some more then others but, its all about YOUR personal taste, not other peoples, so just experiment till you find what you want
