Could you do it with Gimp 2.6?

Or do I need to use Photoshop CSS?

It is possible with gimp, but very difficult, for instance u can fade text using 50% opacity, 60% 75% 90 % 100% 100% 100% 90% 75% 60% 50% and the text will fade if set at no delay
