Because that you we're able to make a sig within the d2jsp requirement. - Most people who start photoshop don't bother to look at the signature size rule.
And for the technique, well - Remove the name effect and the pokemon outline and it should look better, for what u make so far.
You will improve.

for beginner's standers i will give u a 1/10

it needs more detail to make it pop and seem intresting
Get rid of that Stuff around the name Looks all pixalated

read some tuts or even take a step back and watch some videos on youtube about basic tools in photoshop. it will help tremendously when you read sig tutorials so you won't be asking "wheres clipping mask" or "where are the blending options"

umm its ok i guess for ur first read tutorials watch youtube tutorials =) u cant go down hill just up
