Im assuming you want to cut a render(?)
Most people just use the pen tool.
Just set the Pen tool to "paths" and 'draw' an outline around what you want to cut out. Then, when the path around what you want cut is closed, right click and click "Make selection".
Then just Ctrl+c > New layer of document > Ctrl+V.
