CSS is used to style HTML on a page,
you need to know what background you want before you can CSS it.

You also need to know how to code in CSS.
Can't you just put a plain background in the HTML code you're normally allowed though?

You can put a background through HTML yes, but that's just colour. No image can be done that way and can't be positioned in HTML.
It needs to be done in CSS, and yes i do know how to code in CSS.

Fairly sure deviantart doesn't allow you to use your own css code on your profile.

It allows custom CSS in journals only.
