I forgot how to do them since I have not done them in a long time... But how do you get the line effect like on this sig?

They are called scan lines.

1) Make a 10 by 10 px document (smaller if necessary)
2) Take the pencil tool on 1px black
3) Make dots diagonally across the document from bottom left to top right
4) Edit > Define Pattern
5) Go into your new document and press Shift + F5 to fill the current layer
6) Select pattern and choose your new scan lines pattern
7) Voila!
