Is there any way to clear up water as to reveal a clear image of whats underneath the surface?

pretty much gonna need to make it look like glass that has alot of defects and make those defects look like motions of water and stuff that would be in water

Simply put, no. If you can't already see it, there's no way. However, you can do this using different stocks and placing them over the origional image and then fiddling around with blendings and opacities and a couple effects.
